Clean off any old paint around the threads, and then reapply your favorite
break free product - I use Kroil, but that's just my preference - and tap
the plug with a hammer a few times. Do it the next day - and tap with that
hammer (really important!). And the next - etc. For the socket, I'd go get
some tool steel or high carbon stock and use that as a wrench insert, then
use a regular box/open/adjustable crescent on it. But I'd expect that the
adaptors should work well, once the rust bond has broken.
As a last resort, I'd try some heat - but use it sparingly. I'd probably
only use the heat after trying the penetrant - tapping - regular method for
at least a couple of weeks. With patience, it always seems to work.
