In the main it probably disperses or only settles on the surface of the
steel. I do know of one surplus yard here in Oz (now gone) with a room
full of WW2 English aero guages. Would have been very interesting to
walk in there with a counter, no doubt.
However, their chief problem became a whole warehouse of surplus that
was discovered to be contaminated by PCBs. They were barred from it by
the authorities. I never did discover what the end of that story was
nor where the PCBs came from.
