Bob Foster (now dead) use to sell HMV paint he had made and would only sell
it shipped in quarts for the very reason you mentuioned. He would ship 4
quarts
to a box. Yes that is a gallon and if that was in one can, that would be
haz-mat!

I asked the Gillispie vendor at Aberdeen last year why they did not do that
and he
claimed it was too expensive.... compared to what? Haz-mat charges!
