None of this will do anything about penetrators or even armor-piercing .50,
which is quite impressive against anything other than a MBT. APDS from a
120mm, or even a 25mm would chew it up for breakfast.
As for shaped-charge, the stream of energy from most rounds is plasma, which
is NON-conductive.
Then there's the Squash-head which the Brits like so well. That punches
quite well through thin armour, as well as "scabbing" the thick stuff.
"Electric armor" is further away than the rail gun...
