One more point to reply to Steve's post....

The older vehicles, Yugos, cars with crappy vision (Lotus Europa!), those
sorts of things met the letter, if not the spirit of the applicable motor
vehicle laws of the day. Thus today they are grandfathered in and allowed
to operate amongst vehicles newer, safer, cleaner, more attractive looking,
and dare I say, more reliable.

Vehicles produced for the military often get waivers from meeting certain
Federal standards that consumer level vehicles have to meet. Thus, when the
time comes for them to be retired it can be posited....

"Well, it does not meet highway safety standards, so we can not sell them to
the public." Bring out the D-8 Cat and squash them bad boys!
