I don't know about such official things, but in the 1930's-1950's,
when the Texas Aggies did their now somewhat infamous bonfire, they
would go into the countryside and steal an outhouse to put atop the
stack of logs. In those days, just before the date of the bonfire,
farmers (including my Grandfather) used to sit up at night with
rocksalt-loaded shotguns to protect their outhouses from being stolen.
Today, A&M keeps the tradition, but builds an (meticulously
engineered, I am sure) outhouse to top off the fire instead of
stealing one. Not because it's wrong to steal a man's crapper in the
middle of the night, but probably because the selection of outhouses
is rather small.
