Dumb 5 ton axle seal question

While doing a brake job on my M543A2 5-ton wrecker, I believe that I found
gear oil in one of the brakes. Does that most likely point to a leak through
the keyway cut in the end of the axle housing, where there would generally be
a little cork piece on a 2.5-ton? I haven't seen the innards of a 5-ton hub
yet, because I don't have the right bearing nut socket yet.

If that's the case, would I be better off carving a hunk of cork or other
gasketing material to replace it, or just filling the keyway behind the lock
washer with RTV (or both)?
