Is 'Everette' your first or last name? Or is it your *only* name kind of like "Cher" ?
If you can remove the tank, even if it's a hassle, go ahead and do it. That way you can inspect the entire thing, and do a safe job too. As for adding a drain plug that's always a good thing to have on an MV!
However, a little word of caution: When I was working for Honda, almost every day there was a low-rider "rice-rocket" being towed into the shop. Some of these were so low to the ground we had trouble getting them on the lifts, or jacks under them. How they got around speed bumps I'll never know. Why'd they come in? Bottoming out! Many times the damage to the bottom was mostly cosmetic, but was enough to rip the drain plug off. Engines and tranny got torn up like you wouldn't imagine. Alas, they were only Hondas!

Subject: [MV] REPAIRING FUEL TANKS -- OFF VEHICLE
I DO NOT RECOMMEND THIS TO ANYONE == HOWEVER I HAVE REPAIRED GASOLINE TANKS
BY TAKING PIECE OF FLEX EXHAUST PIPE , SLIP ONE END OVER EXHAUST OF
OPERATING VEHICLE AND STICK OTHER END IN GASOLINE TANK, THAT HAS BEEN
REMOVED FROM VEHICLE YOU ARE WORKING ON AND DRAINED. . RUN ENGINE ON THE
DIFFERENT VEHICLE UNTIL TANK FEELS WARM TO TOUCH, THEN ----AND ONLY THEN --
DRILL; CUT, WELD, SOLDER, UP TANK. WHILE ENGINE CONTINUES TO PUMP EXHAUST
INTO TANK YOU ARE WORKING ON.
The idea of putting drain into tank is a very good idea - just be sure is
located so that it would be difficult to accidentally knock it off -- sort
of like drain on fuel tank of M37.

Courage does not always roar. Sometimes, it is the quiet voice at the end of
the day saying, 'I will try again tomorrow'.
