The block heater in my Dodge Cummins corroded to the point where it would
not heat the engine. The first clue was that it did not "spark" when plugged
in to the extension cord. The second clue was no "gurgling" sound which
normally would occur about 10 seconds after being plugged in. Got in the
truck the next am to find cold engine. (When it worked correctly, I would
have the pleasure of heat and defrost immediately, even in close-to-zero
weather)

I put an ohmmeter across the plug and got a high resistance open. When I
removed the unit, the heater element (a kind of primitive toaster coil in a
tube) had corroded right through. There was practically nothing left of the
element. I was surprised that the circuit breaker at the garage didn't
blow, considering the two 110 volt leads were essentially sitting in water.
