Under normal circumstances, the "radioactive" dials and other components
and dials that were painted with radium paint didn't require "radioactive"
DOT tags. And any sufficient amount of radioactive material would have
required a DOT tag. Therefore I must assume that either a previous owner
may have painted it on, or perhaps it transported radioactive materials
before the standard DOT placards were in common use, and the material
transported was of sufficient quantity and activity that it warranted it
being painted on the truck.
I'm going to put my money on the previous owner idea though...
