How Much Horsepower At Idle?

Hi List...

Does anyone have a rough formula for determining how many horsepower a
given engine delivers at idle speed?

The application is a generator head conected to a truck engine with a
pulley ratio to get the generator head to spin at around 3,500 RPM
while the engine is at an idle (800 to 1,000 RPM).

The generator head I'm looking at requires a 5 HP motor, and I'm
wondering if a deuce or CUCV engine delivers 5 HP at idle.
