Bob,
With turbos you remove defective item and place on parts counter
of nearest NOS/Military Deuce parts dealer and have a good frame of mind
(?) and be ready to haggle, tell sad stories and (kindly) inquire if he
might have a NOS duplicate available.
The short story is you nobody in the Military or civilian world
rebuilds them, much easier to the truck and your frame of mind to just
install a replacement. Be happy it's a Deuce and not a civilian Mack. The
Mack is infinitely more expensive to replace the turbo. What you need to
decide is a good takeout or a NOS turbo. Turbos civilian or military don't
specifically have seals basically just a very tight fitting bearing.
