Personally, I would look for one that has a recent (1980's) rebuild date,
with less than 10,000 miles. These are usually not available thru government
sources, or thru their pimps...I mean... lackeys, GL. You will find that
most of the VG ones are still in National Guard service, followed by the
Good ones in the forestry service, followed by the Fair ones given away to
local FD's and highway depts, followed by the runts of the litter, which are
sold to dealers at auction. The dealers make their living by taking mediocre
trucks and spending a great deal of time repairing, adjusting, and making
them road-worthy.

I bought two trucks, with winch, from Sarafan, each with less than 9,000
miles on newly-installed (1983) engines. I paid over $10,000 each, and that
was 6 years ago.

My friend Joe Young, for instance, drains all fluids, replaces all filters,
puts in new fluids and filters, puts on good belts, hoses, tires, sheet
metal parts, glass, lights, etc. and will not sell a truck that is not up to
his standards. His trucks are as close to new as possible, considering their
age (and his ;) ) Most of the reputable dealers do these things to prepare
a truck for the after-after market. It is a rare truck found at auction that
can be considered ready for "combat, work or play"

But I could be wrong.
