In (W) Germany, the motor pool had chains for my company's M-1008s &
M-1009s. They weren't issued exactly, but handed out as the need arose. They
were an expendable item as I recall.
No idea where to find a set of military chains as I haven't looked. You
might take try: http://www.pewagchain.com/military.htm
Pep Boys is the place I'd look for civilian ones.
