Can a CUCV 6.2 Diesel Get "Flooded" at Start-Up?

Hi All...

Last weekend I went down to check out Sean Nichols' deuce, and it is
looking really great.

When I started my CUCV after lunch, it didn't seem to spark at
all...just cranked and cranked. Usually it will fire up in a single
turn of the engine...I can just pop the key and it roars to life.

So here's what I tried:

  o I manually activated the glow plugs by jumping the relay (the
engine was already warm so it should not have needed the glow plugs).
It still wouldn't start.

  o I checked fuel flow through the fuel filter base (with the little
valves) and fuel ran right out. It runs really great on the freeway
(up to 85 or 90 easy) so I know the fuel filter is not dirty, and I
just replaced it a few months ago.

  o I checked all visible electrical and hose connections, didn't see
anything loose.

  o The engine exhaust smelled like raw diesel, so I'm pretty sure it
was getting fuel.

After a while of letting it sit, I just cranked the heck out of it and
eventually it fired up. It concerned me a lot because this truck has
always been a dream to start up.

Usually I do not push the gas pedal when I start it up. If I pushed
on it, is it possible that the engine could have been "flooded" with
too much diesel fuel and wouldn't fire?
