One is factory equipment, mandated by the federal DOT for all newly
manufactured automobiles.
The other is at the discretion, in NY, of the owner, who makes the
determination that he might present a hazard, while working on or near the
roadway.
The use of a flashing yellow light on a towing vehicle, while towing, is
required by NYS law. The use of a yellow light on the towed vehicle is
prudent, when the towing vehicle's lights cannot be seen from behind.
