Hi Paul ,
              when blasting steel be warned that within minutes the surface
will start to corrode , in damp conditions it will be visible in maybe 1/2
hour . Once blasted you have the ideal surface to use a 2 part epoxy resin
eg araldite , mixed and warmed it is fairly fluid and will fill pits Etc
easily , leave in the horizontal position whilst it sets .
An old trick when using fillers is to apply the filler making sure that the
parent material is well "wetted " and you have not mixed air in that will
leave holes when sanded , cover the filler with a piece of polythene sheet
, you can now smooth the filler into shape with your fingers , and when
hard simply peel the sheet off leaving a smooth surface and save a lot of
sanding and wasted filler .
