Can anyone ID the application for the following OD item?

short OD Strap with brass swivel snaps at each end.

strap stencilled "ST-118/G"

Box ORD marked with
"New # 5340-498-9534
 Old # 3895-498-9534"
label dated 1956
     looks like a repack job
