Need TM defining "military VIN#"

Louisiana Law provides that the DMV must provide special license plates for
antique vehicles, street rods, and military vehicles. Another provision of
this statute provides that the military vehicle identification number
stenciled on the vehicle can be used in lieu of one of these specialized
license plates.

Now, I am fairly certain that the "military vehicle identification number"
is the unique number assigned to the vehicle by the military, also commonly
known as the "USA NUMBER." However, bumper numbers are also used by the
military to specifically identify each vehicle (by unit and number).
Therefore, I pose the question: What is the "military vehicle
identification number?"

Personally, I don't care what the DMV uses for my registration, but they're
sitting on my application while they "look in to this." The text of the
specific law is reproduced below:

C. In lieu of the license plates provided in Subsections A and B of this
Section, the secretary shall authorize the use of the military vehicle
identification number stenciled on the vehicle in white or yellow letters
and numbers in accordance with military regulations.

Clearly, this could mean either the USA number (typically stenciled on the
hood or inside the doors), or this could mean the bumper numbers (front and
rear). Police can't see the USA number if it is stenciled on the insides of
the doors, but I think that the military uses the USA number as the unique
vehicle ID regardless of what unit it is assigned to. Also, I think that
the bumper numbers are assigned by the unit, so that could change on a daily
basis at the discretion of the commander, so any one vehicle could have had
countless bumper numbers.

Is there a TM or other authoritative government source document that talks
about USA numbers or bumper numbers in terms of "military vehicle
identification number?" If so, that would be a big help because I'm trying
to get this stalled process back in motion.
