M 38 A1 Fuel Pump Problem

If the side arm lever of the fuel pump will not fill the fuel filter bowl
with gas when exercised, what needs to be repaired and who does that sort
of thing? If I manually fill the carburetor and filter bowl with gas, the
engine will starts.
