Because the Army isn't big enough? The Army has
been picky and choosey for quite some time now.
They've been able to afford to do so on the basis
of allowed head count.

Because most of that work requires some skill and
training in the field of engineering or machine
operation. You want to switch to the Chinese mode
of construction? Thousands of people with shovels?

So where is this manner's class? Is it in basic/boot or in AIT?
How many ex service men have I heard of or met
that have been rude regardless of service? We
have USN Vietnam Vet at work that's a complete
and utter ass. Even the Vietnam USNC Vet says
he's a complete jerk. "He's a fucking squid, all
he know's how to do is scream and write people
up."

And there are how many AD's in the military at firing ranges?

BINGBINGBING...how to pay for it? You finally get
to the crux of the problem. More federal programs
for the education of the masses paid for by those
that do.
The point of the Military is defense. Not as a finishing school for citizens.
