We assume that the gauge goes to F when main switch is ON, and

restores to E when main switch is OFF ?

If not, gauge is mechanically jammed. Replace gauge. If this is not the
problem, then:

I have forgotten what the circuit is, but first, I would:

Isolate the tank from the gauge. Take the wire(s)? off the tank, and turn on
the switch. Does gauge drop? If so, trouble in tank (sender). If not,
trouble NOT in tank (it's in wires or switch, or gauge.)

 Take wires off gauge. Trouble still there? Gauge at fault. Trouble went
away? Trouble in wiring.

Somebody with a deuce close at hand could tell you if grounding the sender
lead at tank deflects gauge fully. Mine's outside getting a bath, and I'm
inside, in the bunker.
