Could be a few things, but try the simple stuff first. Check to see if
there's any power at the wiper motor plug with a testlight or voltmeter
before anything else. If there is - could be that the motor's either stuck
or fried. If there's no power at the connection, it could be because
there's no connection between the connector mounted on the bottom of the
windshield frame and the corresponding one underneath the windshield on the
humvee body itself. Sometimes that happens because the windshield isn't
held in place with all its pins or is otherwise misaligned, and sometimes
it's because the contacts themselves get contiminated or otherwise messed
up.
