I have a CCKW with the following symptoms:

never starts without requiring a squirt of ether

once started, it idles fine and the throttle response is instant

working the choke: open, half closed, or closed, seems to have no
effect (
it is working)

I plan to put a kit in it, but I want to know what may be wrong because
maybe I just need a
jet or something cleaned out and can save the kit for later.
