"Cooking" it probably does cause the more volatile components to
escape leaving the less volatile components to form the shellac that
many call crud.

I'll take a wag and say that a full tank will last longer than a
nearly empty tank as you can get more water vapor content per unit
time for the smaller amount. ie more air in the tank allows for more
surface transfer of water into the fuel.
