Not to get too far afeild from on-topic discussions, but the National Law
Enforcement Officers Concealed Carry Act *does* allow carry of weapons in
NYC. This has already come up and been ruled on by the city police legal
department, and prosecutors as well as the NY AG. The questions and points
raised here on the list have already gone through the legal chain there in
the Big Apple. I guess NY is still part of the USA.

Of course if you are a "celebrity" you can get a
permit just by showing up at the police station.
If you are a "celebrity" and you shoot up a night
club and don't have a permit you can get away with
that, too.
NOW, if you have a New York State CCW permit you still
can't carry in New York CITY. AND if they arrest you
they will call it just another firearms violation.
ALSO, NY STATE police officers can't carry in NY CITY
even if they are on duty!!
