Steve, your way off your mark on this one.  Radio detonations are one of the most used.  And they more than always work.  Unless we get to them first.  They are not rare, nor are they ineffective.  Its still an IED.

You talk about tactics.  Militarys have tactics.  These are thugs, punks, guerillas, mobs.  They are not a military.  Remember they wear masks, because they are scared!  They shoot around corners.  They do not aim.  They spray.
