Well, FWIW and if possible, always use a credit card for such a purchase.
Then you do have recourse by disputing the charge. PayPal will cry about
it, but there is nothing they can do. And, they will just deduct the amount
from the seller's account. Once disputed, the seller will have a chance to
prove he sent the part. A postage receipt showing weight and the item
actually was mailed would do it. Otherwise, you get your money back because
the seller did not perform.
