Myself and two friends were all ripped off for $200 each from an ebay seller
we paid with USPS money orders two years ago. USPS never did anything, all
three of us contacted our postmaster, the postmaster of the town the rip off
artist lived in, filled out the forms, left voicemails for the Postal
Inspectors. Nothing ever happened. We pursued it for 4 months.

We finally all called and spoke with the local sherriff in the rip off
artists town. They busted him, for another outstanding warrant he had, they
wouldn't tell us what the warrant was for. The sherrif told us that he
submitted everything we sent him to the district attorney. District attorney
decided it was not a case for them but for the USPS. He said he would turn
everything over to them. Once again, nothing... He never got arrested or
tried for ripping us off.... We never got our money back.

BUT, if you file a complaint with the USPS, they DO SOMETHING. eBay does not
in my experience,
