HMMWV rims

Hi All

I recently took a tire off one of my 8 bolt HMMWV rims and the inside of the
tire and rims were covered in grease. Is this some kind of standard
procedure? My only thought is that it done to plug up any leaky holes?

Also, on a 12 bolt rims, is there a rubber seal that goes between the rims?
