I agree on date, and length of time for news to have gotten out - but I
respectfully disagree on rest of post as to aid not being given to anyone

That was in 19 freakin hundred - there wasn't exactly international aid
to anywhere from anyone back then.. It would have taken a week for the
news to reach the outside world for a start.
