This took some researching - international aid before the First World
War is so scarce as to be almost non-existent and is mainly confined to
GB sending stuff to outposts of the Empire (which was most of the world
in those days).
Though with reference to Galveston I did find something in the local
library about the Liverpool Bible Society sending 6 missionaries to the
scene afterwards to 'help save the souls of those sinners in Galveston
who had bought the wrath of God down upon the city' They took way over a
month to get there and bought with them 3 crates of bibles and a
portable toilet....
