I think this is a pipeline construction truck.
  The rollers toward the back held the base of an A-frame crane....like the
optional one for the front of a deuce (although heavier).
There should be a winch behind the cab. The cable ran to a snatch block at
the rear of the bed, then up to another at the top of the A-frame. From
there the cable/hook dangled down to be used for lifting.
  Those bigger rings on the sides of the bed are for holding the arms of the
A-frame during travel.
