There are exemptions to this.

(1) Solely for export in interstate or foreign commerce.

(2) Solely for lawful use in theatrical productions, including motion
pictures, television, and stage productions.

(3) For use in a certified or regulated athletic event or competition.

(4) For use in military or civil defense activities.

(5) For public display authorized by public or private schools.

I play with airsoft guns on a monthly basis under number 3. No paint on the
gun except the orange on the tip of the gun at the end which is a federal
law (for airsoft guns). Haven't had any problems but I treat it as a real
firearm even though it's just a toy. If anyone wants copies of the complete
law, let me know. I'll send it to you.
