Not necessarily. If the vehicle is in tune, it
very well may pass. My '76 Chevy Monte Carlo
passed emissions the last time I had to get it to
pass, and it was after a period of time where it
was exempt and then the bar was moved again.
Just make sure the vehicle is in tune. You might be surprised.
