There is a Cummins dealer in Lagos, Nigeria. His address and contact info
can be found at http://www.cummins.com/af/pages/en/distributors.cfm
This raises the obvious question, what is this guy doing if not internet
scamming?

No. I am a business man. I did not initiate this transaction. I fully intend
to sell him parts, as soon as I am convinced that his credit card payment
will stand the test. I will not debit his account. I will, however, check to
see if the card is valid, and not stolen or missing.
Thanks for you concern. Perhaps you are thinking that if I act this way
towards a crook, how will I act towards my real customers. That is a
reasonable question, asked by a reasonable person. The answer is: ask my
hundreds of customers how I have treated them.
