M35A2 Winch Question

The winch on my M35A2 doesn't free wheel in order to unspool the cable.
It goes about 1/4 to 1/2 a turn and hits a stop. I verified the winch is
disengaged from the PTO. Anyone have ideas why it doesn't freewheel
properly??
