The main problem in Russia, connected with sale of military vehicles, is absence of the law which precisely stipulated the order of sale from Russia military vehicles WWII.
The Ministry of Defence uses instruction D-30 where it is told, that all found tanks and armored cars belong to the Ministry of Defence.
The ministry for culture uses the Law where it is told, that all vehicles (including militaries) are more senior 50 years, belongs to the Ministry for culture.
Governors use instruction Goskomimuschestva where it is told, that all found in the ground belongs to the state, and they are representatives of this state. Hence, belongs to their Province.
These are three basic of the applicant for the property right of found military vehicles WWII. Each of them declares the rights on any found military vehicle WWII. In military warehouses almost did not remain tanks WWII, especially German tanks. Almost all tanks have been utilized in scrap metal.
Certainly, there is some of Soviet tanks WWII in military warehouses and ranges. Some tanks are interesting to collectors: KV-1 and KV-2, T-34/76 and JS-2. But, officials at which order there are these tanks, do not give the information on them for Rosoboronexport. The reason is simple - they want to earn money. And as they cannot independently sell these tanks, therefore we have a situation which is present now.
Undoubtedly, Rosoboronexport is unique firm which can sell these vehicles from Russia without problems. One problem which have Rosoboronexport, this absence these military vehicles.
The biggest problem is sale of tanks or armored cars. Planes of period WWII sell already for a long time and with the big success. Though and with sale of planes there are some complexities which can be solved easily.
As to found military vehicles WWII. Absolutely precisely, that legal their sale from Russia is possible (not only Rosoboronexport). But, assume quantity of officials in three set forth above state organizations where it is necessary to receive sanctions. And, many of them will take money and to do nothing. You can present, what price will be a vehicle! The space prices are promoted by press which prints interview to experts" which name the huge prices to military vehicles in the West.
The situation of sales of tanks WWII from Russia is problem now. But, there is a hope, that it will be solved in the near future. For now, there are people, which do export of tanks (not only tanks) from Russia is illegal. The similar decision of a problem is necessary for stopping.
I want to sum up. In Russia (in the ground) there are many tanks WWII which are already found. But, because of imperfection of laws and the attitude of officials, people cannot sell them.
I have shortly tried to describe a situation in Russia. The full understanding of all situation needs a long explanation. But, I hope, you have understood me. If anyone has questions to me, I ask to set them. I shall try to answer these questions.
