Unfortunately that is exactly how it is and some
states are worse, Calif. being among the worst ever.

Several years ago I backed a state ballot initiative
(Prop 208-CA, campaign finance reform) that was also
backed by a lot of groups including Common Cause and a
former Secretary of State.

It was the most popular initiative on the ballot and
carried 78% of the CA vote! That part was pretty
incredible.

This new law actually took most of the corrupt money
out of the system, least until new loop holes could be
discovered. It had great promise only it was short
lived. Died of an unnatural death you might say,
within just two months of passing.

It was literally sued to death by both Dems and Reps
despite the large majority of CA voters who supported
it. Neither party cared that the people wanted it.
They wanted the money system back in play! In this
case both parties used the court system to subvert the
will of the people...once again, because it threatened
their power base...money. Kinda sucks, huh?

If you ever wonder why we have so many special
interest laws, just follow the money trail....
