It didn't seem like it was water/steam in the exhaust, but that's a good point. I'll probably start with the fuel filter since it probably needs changed anyway, then work up in expense and complexity from there. We have another HMMWV that's basically a parts donor, maybe I can try swapping the pumps if I can't get it adjusted.
Who has good prices on manuals for HMMWV's? I'd prefer printed manuals, but I'd settle to get them on CD if the price was right.

I had the same problem with white smoke on my HMMWV. I tried everything to
it, add fuel cleaner, new fuel filter, oil change, check water leak into the
block and so on. What finally cleared it was having the fuel injection pump
rebuilt. Not cheap though. Expect to pay $1,200~$1,500.
One little tip I learned from this is if the smoke is white-white then the
chances are that it's a water problem. If it's blueish-white the fuel is
not being burned properly and is most likely caused by the fuel injection
pump not working properly.
