CCW/CCKW Brake Experts

I've worked on M135 brakes, M35/M54 brakes, M38/37/151/MB/M38A1 brakes and
M75 brakes, but the CCW system is the spawn of Satan.

I know how it's *supposed* to work. The CCW I'm working on has a
civvy-style hydrovac mounted on the opposite side to the usual CCKW
mounting, but hooks up exactly the same way. I've replaced the one that was
in there with an identical unit, and replaced all the wheel cylinders, most
of the brake lines (Copper!), and bled everything a few million times in
addition to checking the one-way vacuum valve on the manifold - but each
time we fire it up - the brake pedal is as hard as a rock and refuses to
travel so much as a quarter-inch while the engine is running.

If you shut the engine off and let the vacuum dissipate, you have brakes
after a fashion - but I wouldn't want to be travelling downhill with any
sort of load. The only thing I *haven't* changed as yet is the master
cylinder, but seeing as it will stop the vehicle without the vacuum assist,
it seemed to me that the master cyl was unlikely to be at fault.

Any help appreciated. This is one of those vehicles I'm mighty sick of
right about now, and I'd just like to be able to park it under the carport
with a 'Fit for Duty' tag on it and never look at it again. :)
