Does it actually cover the rust like paint, or does it eat the rust away and
then you paint it afterwards. Because my understand of POR 15 is that it
covers and protect the metal, no paint needed.

In the Netherlands is a substance for sale, it is actually a Dutch product,
called Fertan. It is a dark brown liquid that converts surface rust. I brush
it on a wetted rusty area and it starts foaming and turns black. It adheres
to rust only, not to non-rusted areas, and after two days it can be washed
off the treated metal. It gets into the pores indeed, turns every inch of
exposed skin black and takes weeks to wear off. Looks like similar stuff is
for sale in the USA. If so I think it is good quality, keeps rust away for
years.
