A long shot........here in cotton country, one of the components of a
cotton picker is a metal disk to which a rubber pad is bonded....a
doffer. The rubber wears out in time, and there is a market for
"rebonded" doffers...the metal disks have new rubber applied to them.
Dunno how this is done, but seems like it would be a simiilar procedure.

Just watched a program on History Channel last night about 'Glues'.

I'm thinking that a products called Mr. Stickey's XXXXX Might be your
answer.
On the program, they literally picked up a Dodge pickup with the stuff.

I'm sure it would do what you need.
