CUCV PAINTING QUESTION

I recently bought an 87 CUCV with only 28k miles on it.

It was painted red and white by a local VFD, they just painted over the CARC paint.

My question is, what is the best way to repaint it?

Wet sand the paint, then spray on the new O.D. or don't scuff it and just squirt it due to the CARC?
