I think the SAE probably has a defined set of tests for wet traction
measurements for tires.
There is also a group of manufacturers, I believe it is called the Tire
and rim association or something close to that, that sets the standards
for tire manufacturing tolerances, wheel tolerances, etc. They publish
standards regarding tire and wheel manufacturing. They may also have
some wet/dry traction measuring standards. But I would go to the SAE first.
