[MV]24 Volt bulbs shorted?

Hey listers, any of you guys had problems with NEW STAR bulbs??? Its a wagner bulb. Have seen 2 now that have High & Low Beam shorted together and getting HIGH Beam only Right from the Box. Anyone else had this??
