Upon deeper curiosity, I opened up the 'sticking' Delco relay. I found the
contacts stuck together by a small welded spatter. It seperated with little
effort, and will probably clean up nicely with emory cloth.

The original mounting position has the wiring harness up, and the can down.
Inside my relay can, there is a shallow 'bathtub ring' of light crumbly
corrosion. So obviously, it has held some water at some time in its life.
There was a light dusting of this residue on the electrical components of
the relay, the contact blade being at the lowest position in the can. I
figure that this extra corrosion residue settled on/around the contact
points and gave enough extra 'flash' to make it stick. (That's my opinion,
anyway.)

The AC Delco relay is available from the GM dealer, who still has an old
CUCV parts catalog, overnight, as its not stocked any longer, and priced at
$18.97 locally. I have not found an interchange for this number with any of
the local parts stores, and none even show it as being applicable to the
civvy models.

Looking it up by the NSN, it was priced at just under $6 to the gvmt. I
found a part 90-15591718 through Wheeler Bros. Inc, but it was priced at
$59.00. The photo of the part looks just like the AC Delco unit. May be
the same part, with stocking/handling charges added on. I'll follow up with
them next week.
