Are there bearings in the wheels?
Are the spokes welded to the hubs?
I don't think it is that old, if the above are there
I'd put it at '30's or '40's.
It's light, too, I'd say it was to be pushed/pulled by
men as opposed to animals.
The Army was still buying horses, mules, and wagons in
1942! The signal corps still used Carrier Pigeons and
horses.
