Also try switching the 2 vacuum lines where they come together at the
vacuum controller. I had similar problems with my M1008 and after
trying everything else that ended up being the fix.

I felt pretty darned stupid after all of that futzing with the
modulator.

Presumably a previous owner (or joker) had connected them reversed.
