My understanding of Circles is this....from military posts....the circle
ALWAYS has the right of way. If, as you'll see in NJ, the circle stops,
everything stops, you can't merge into stopped traffic....NJ never posted
STOP or YIELD signs at circles so there is no understanding by LOUSY NJ
DRIVERS of the common sense involved in the mechanics of the circle.
Be it Ft. Dix, Ft. Knox, Ft Rucker, et.al. the circle always has the
ROW...and they work just fine...rush hour or otherwise.
I live every terrifying day with lousy NJ dirvers...
